AR 840-10 Chapter 10-1b. Local procurement. If the U.S. Army Tank-Automotive and Armaments Command, Clothing and Heraldry Office cannot provide a flag or guidon by the required delivery date, the installation commander may authorize local purchase. If the installation commander determines that the item may be procured locally, the installation establishes the procedures on type of purchase (for example, credit card, or contract).
