Established by order of the Secretary of the Navy on 17 July 1967. It is awarded to any unit of the U.S. Navy which has distinguished itself under combat or non-combat conditions, by either valorous or meritorious achievement. A unit receiving this award has performed service or character comparable to that which would merit the award of a Bronze Star Medal, or Meritorious Service Medal for achievement of like caliber in a non-combat situation to an individual.
